If the military or the border patrol flies a drone over the U.S. border for the purpose of border enforcement, I think that is the proper use of a drone. I have SERIOUS reservations at the loss of civil liberties when local law enforcement agencies use drones for the purpose of fighting crime.
But I have to ask, what is the difference between the use of a drone vs. the use of a helicopter?
