It should be obvious to people at this point that government doesn't care about identity theft.
There are thousands of illegal immigrants who are stealing using Social Security numbers that do not belong to them. The I.R.S. and the Social Security Administration knows this but doesn't try to get the thieves people who are using the stolen mistaken numbers to face justice correct the mistake.
Now, we have an employee taking home sensitive information of thousands of veterans. OK, it's around 26 million veterans, but what does it matter if I'm off by a factor of 100 or so? The government is refusing to release the name of the employee who broke the regulations in taking that information home. Not only that, but at this writing, the government isn't going to offer the veterans free credit watch services as other companies did when they had data security failures.
So, why should Michael Steele expect the people who stole his credit information to go to jail? After all, stealing or losing sensitive information like the social security number isn't a big thing. He and the veterans just have to suck it up.
