The governor of Maryland has released his ideas for congressional redistricting and some Black politicians are not happy. Census data indicates that growth in Maryland is in Maryland D.C. suburban areas where Hispanics and Blacks are living.
The Democratic governor has devised a plan that DILUTES the voting power of Blacks. It is Republicans who are presenting a plan where another majority ethnic minority district is created. Of course, it secures currently Republican districts but not at expense of minority voters.

Technically, 'Black' voter strength remains the same under O'Malley's plan because there will still be two 'majority-minority' districts.
While the redistricting plan is actually about diminishing Republican voting strength and the creation and maintenance of 'majority-minority' districts are often de facto examples of gerrymandering, the potential loser in all of this is Rep. Donna Edwards. Her race man chickens are coming home to roost.
